Message physiological processes, just the outcomes. The studies might have the subjects drive obstacle courses, or measure their eye movement responses, or reaction times, or some other measurement of motor skills. When the results show that the subjects do worse on the cell phones than with a BAC of .08 or .10, then the conclusion becomes "cell phone use is more dangerous than driving drunk." The argument is compelling. Lawyers have seized upon this to get higher awards for folks causing accidents while on the cell phone. There was one case when a company was held liable for talking to their employee on his cell phone while the employee was driving and caused an accident.

I believe anyone who thinks they are just as sharp while driving and talking on the cell phone as not, is kidding themselves. I can FEEL the difference when I am on the phone and driving. I try to avoid it. I have pulled over many times or not just answered the phone. And, I am a fairly coordinated guy ;c)
